What is Fine Art?
To tell you the truth, I don’t know the answer to this question. In fact I don’t think there is an answer to this question! I did a Google search and got a bunch of word-salads that did not mean much. They did not even come close to answering the question.
So I am going to give you my opinion.
First lets look at the difference between:
Décor and Art.
Décor is stuff you put on the wall to match the color of the couch and walls. It isn’t emotional, and it’s not something you’d try to save if the house were on fire.
Art has an emotional impact on the viewer and “moves one” in some mysterious way. It is an emotional communication of some sort. For example, a movie, an opera, a song or a dance can give one goose bumps; decor does not do that.
Art is valuable!
You can tell someone, “I love you.” which is nice, but if you write a beautiful song and sing it while you strum your guitar, you should get an emotional response.
Just the words, “I love you.” would be nice but, a lovely song, delivered with great expertise, would be “Art” and would elicit an emotional response,
Art & Fine Art
If Art is a special communication of high quality that produces an emotional response, then what is “Fine Art?” Again, I don’t know, and there does not seem to be a clear cut definition.
Websters dictionary says Fine Art is:

2: an activity requiring a fine skill

Not very helpful! I have found no useful distinction between Fine Art vs Art. The problem is there are a million different kinds of art and billions of people. So I don’t think this can ever be clarified.
If you have more info on this, please let me know.
I could call my art “Art” or “Fine Art.”
I think Fine Art sounds cool, so I will do that.

My Fine Art Photography begins with a moment.
A passing cloud. A beam of light. A quiet figure on a beach. A sunset that lasts only a moment. To me, photography and painting are much more than recording what was actually there. It is about capturing: a feeling, a question, a story, an emotion, something that can’t be defined.
A photograph or painting is a movie compressed into a single frame. The viewer sees one moment, but may imagine everything that came before it and everything that might come after. In that sense, every image tells a story, and every viewer becomes a co-creator of that story.
Art is the communication of an emotion.
I create paintings and photographs. My work is designed to bring more visual aesthetics to a home or office and leave one feeling different. My work is inspired by light, weather, the sea, and the small moments of reflection that connect us to something much larger than ourselves.
